On January 1, 2027, as required by the Public Service Commission’s May 2025 Order Authorizing Non-Low-to-Moderate-Income Energy Efficiency and Building Electrification Portfolios for 2026-2020 (Case 25-M-0248), electric and gas utilities in New York State will launch Comfort Ready Metro New York and Comfort Ready Upstate New York, new market-rate residential weatherization programs funded at nearly $1 billion through 2030.

These utility programs will provide incentives for weatherization upgrades for New Yorkers and will replace NYSERDA’s Comfort Home program to avoid redundancy and confusion in the market for contractors and customers. Therefore, the Comfort Home program will accept project applications through December 31, 2026, but no new project submissions will be accepted after that deadline. Contractors will have until March 31, 2027 to complete all Comfort Home projects submitted on or before December 31.

Beginning January 1, 2027, Comfort Ready Metro New York will serve customers of Con Edison and National Grid in Westchester County, New York City, and Long Island. Comfort Ready Upstate New York will serve customers in National Grid, NYSEG/RG&E, Central Hudson, Orange & Rockland, and National Fuel Gas service territories.

If you have specific questions about these new programs, you can contact the utility program administrators at the following email addresses:

These new utility market-rate programs will be offered alongside NYSERDA’s EmPower+ program which helps low- or moderate-income (LMI) homeowners save energy and money by providing incentives toward energy efficiency improvements. New Yorkers can learn more about their income eligibility and apply for energy saving programs through the MyEnergy Portal, a centralized platform allowing residents to learn about home energy upgrades, apply for incentives, and track home energy projects over time.

NYSERDA will be coordinating with the utilities through this program transition and will share additional details on the process for final applications and project completion through Comfort Home, as well as information on the new utility programs as information becomes available.

Sincerly,

NYSERDA’s Home Modernization Team
