Effective February 1, 2024, geo-eligibility is no longer an option for determining EmPower+ income
eligibility. Certain funding sources that support EmPower+ do not allow for geo-eligibility as an option
for income verification. Below are estimated dates for the transition away from geo-eligibility:

  • February 1, 2024- geo-eligibility was shut down in the online application and on the
    EmPower+ Application web page. References to geo-eligibility were removed from EmPower+
    web pages and program documentation.
    − Households that have been determined to be geo-eligible prior to the shut off will have
    until April 15, 2024, to have work completed. After the shut off of geo-eligibility,
    contractors were given a list of customers who qualified with geo-eligibility.
  • April 15, 2024- Any EmPower+ project where the household was determined eligible by geoeligibility will need to be completed and closed out. Projects that are not completed at this time
    will be closed by CLEAResult. When the customer reapplies, a new enrollment will be created for
    them. Contractors can enter the information from the previous enrollment into the new
    enrollment.

Households determined to be eligible for EmPower+ through geo-eligibility were sent an email and
letter from NYSERDA. They were informed that their project must be completed no later than
April 15, 2024, or they will need to reapply to the program.

This change is only applicable to geo-eligibility in EmPower+; it does not impact the geo-eligibility
determination for interest rates through NYSERDA’s Residential Loan Fund.

NYSERDA has released an updated Attestation Form for use in the Residential Energy Assessment (REA) Program. There were minor updates to permissions to include required data sharing with the Department of Public Service as they regulate the work that NYSERDA does and the U.S. Department of Energy in preparation of the Inflation Reduction Act (IRA) funding.

This file (1-V3) should be used immediately and is available on the Contractor Website. All customer signatures dated March 1, 2024 and beyond must use the new form.

Thank you for your feedback for the NY Home Energy Portal (NYHEP). NYSERDA and our developers are
working to make the requested improvements and release enhancements on a monthly cadence.
NYHEP will be updated on March 14, 2024 with the following changes:

  • All users: Ability to choose multiple document types when uploading a file
  • NYSERDA/Implementation users: Enhanced Implementation/Contractor profile features and management tools
  • Numerous back-end data exchange enhancements to streamline reporting and other bug fixes

NYSERDA is changing the process when we request deeds due to the high number of On-Bill Recovery (OBR) loan applications for which a proforma is never submitted or the project does not pass the OBR cost effectiveness criteria. Effective immediately, EFS Slipstream will request deeds from the title company after the proforma has been approved rather than at the time of application. After the deed is received (about 5 days) the file will move forward to the QA stage and loan documents will be issued.
