NYSERDA - Upcoming Changes to Market Rate Programs

Dear Participating Contractors,

NYSERDA recognizes the residential retrofit market as a key sector for addressing New York State's ambitious energy efficiency and clean energy goals. The Home Performance with ENERGY STAR Program (HPwES) has been the primary residential energy efficiency program for market-rate and moderate-income customers since its inception in 2001, serving more than 90,000 customers.  In 2016, the Home Performance with ENERGY STAR Program was identified as a transition program, as the state shifted its focus to strategies that could enable broader market adoption of energy efficiency and clean energy solutions.   Effective January 1, 2020, the Home Performance with ENERGY STAR Program will serve only moderate income customers with income between 60-80 percent of Area Median Income and low income customers at or below 60 percent State Median Income will continue to participate through EmPower New York.

NYSERDA is investing $100 million to support the residential energy efficiency market through 2025, in addition to the funding for the residential low-to-moderate income programs. Investments are designed to overcome market barriers towards the development of a robust energy efficiency industry for the 1-4 family existing homes sector and to facilitate the growth of demand for energy services

Going forward, NYSERDA will offer free energy audits to all New York State homeowners, access to financing, and financial incentives for home comfort improvements that will result in meaningful reductions to energy demand loads. We seek to expand the number of qualified businesses who can deliver energy efficiency and clean energy services by providing training and new tools and resources to target and simplify customer sales and to provide quality installation services. NYSERDA will continue to pilot new methods - such as home energy ratings, standard home comfort packages and pay for performance models- to assess impact and effectiveness.  NYSERDA also provides consumer education about energy efficiency and clean energy solutions and how they can work for individuals during the key life moments that matter.

Additionally, New York State's energy utilities will play a large role in supporting the market-rate residential energy efficiency sector. In December 2018, the New York State Department of Public Service significantly accelerated utility energy efficiency targets, which will double energy efficiency achievement by utilities through 2025. 

Home Performance with ENERGY STAR Program Changes

Effective January 1, 2020, the market rate component of HPwES will sunset, which means the 10% contractor incentive and technical support on market rate projects will no longer be available. 

Assisted Home Performance with ENERGY STAR will continue to serve moderate-income customers with and EmPower New York will continue to serve New York. While HPwES will no longer service market rate customers with income above 80 percent of the Area Median Income.

Contract Submission Deadlines

To be eligible for a market-rate project to receive the 10 percent contractor incentive, the following deadlines must be met:

-December 31, 2019 - All projects must be received through the NY HP Portal in the "Workscope HPXML" stage

-March 31, 2020 - All Project completion packages must be received through the NY HP Portal in the "Final Project Documents Stage"

Audit Submission Deadlines

-December 31, 2019 - All audit applications must be received through the NY HP Portal

  • Customers who apply after January 1 will be contacted and instructed how to participate in the new offer

-March 31, 2020 - All audit reservations will expire on or before this date, determined by the issued reservation date

-April 15, 2020 - All completed market rate audits must be submitted through the NY HP Portal in the "Audit Claim" stage

New Offers: Residential Energy Audit Program and Green Jobs - Green NY Financing

Effective January 1, 2020 NYSERDA will offer free energy audits to all 1-4 family homeowners. (Customers in PSEG Long Island territory will be served through that program).

The new Residential Energy Audit Program for market rate customers will include:

  • A review of all major energy systems in the home
  • A review of a customer's energy bill and household consumption patterns
  • Checks for critical health and safety issues
  • A report delivered to the homeowner documenting the home's current energy performance and recommendations for improvements

An energy audit continues to be a pre-requisite for a Green Jobs - Green NY Loan.  Customers who are interested in a loan can contact a participating contractor to complete eligible energy efficiency work.  The customer will apply for the loan through Energy Finance Solution (EFS) and the participating contractor will submit the proforma, contract, and certificate of completion directly to EFS for loan processing.

Contractors who are participating in the Assisted Home Performance with ENERGY STAR or EmPower New York programs are eligible to offer market rate audits and financing.  NYSERDA will send out a separate communication in the upcoming weeks with full details about the new programs, contractor eligibility requirements, and details about how to participate.
